Course Overview
OCPE is pleased to present the first in a new series of virtual continuing education courses dedicated to providing training on the New Jersey Department of Environmental Protection (NJDEP) Site Remediation Program’s (SRP) Technical Guidance Documents.
The Site Remediation Reform Act (SRRA) N.J.S.A. 58:10C, requires the NJDEP to establish mandatory timeframes for “control of ongoing sources” and “establishment of interim remedial measures” (IRM) related to the investigation of Light Nonaqueous Phase Liquid (LNAPL) and implementing those IRMs. The objective of the IRM is to prevent LNAPL migration and to reduce contaminant mass. The guidance addresses the activities when responding to the presence of measurable LNAPL.
The objective of this class is to provide an in-depth look at the guidance from the technical and regulatory perspectives and is presented by representatives of both the NJDEP and the private sector, along with case studies to provide real life experiences related to each.

Meet Your Instructors
Faculty Coordinator
A. Vincent Agovino, PhD, PWS, LSRP

Dr. Agovino is an environmental professional with more than 40 years of diversified experience in environmental science, ecological science, public, environmental, and occupational health. His areas of technical expertise include; soils, wetlands, sewage disposal, contamination assessment, site remediation, environmental health program administration, project management, regulatory enforcement, and technical training. Dr. Agovino has more than 30 years of environmental consulting experience throughout New Jersey, New York, Pennsylvania, North Carolina, Maine, Massachusetts, and Maryland, as well as 14 years of public service in the environmental and environmental health field with municipalities in New Jersey.
He has conducted approximately 5,000 soil evaluations and 2,000 wetland evaluations and habitat assessments throughout New Jersey, New York, Pennsylvania, Maine, Massachusetts, and Maryland along with identification and evaluations of habitats of numerous endangered species in New Jersey and Orange, Sullivan, and Ulster Counties in New York, including the timber rattlesnake, Indiana bat, upland sandpiper, prairie wedge grass, Northern running-pine, Pine Barrens tree frog, Blanding’s turtle, wood turtle, and bog turtle. He has authored or co-authored approximately 300 Environmental Impact Statements pursuant to local ordinances in New Jersey, as well as three papers published in professional journals.

This online course will be delivered via Zoom.
Equipment you will need to access this training:
- A computer, tablet, or smartphone
- Microphone is not necessary (all students will be muted on entry; you can use the “chat function” to type your questions and interact with the instructor)
- Webcam is optional but not necessary
- Speaker is optional but not necessary (you will be able to listen to the presentation by dialing in on your phone if your computer does not have a speaker)

Photo ID Requirement
Each registrant will be asked provide a photo of him/herself holding their government-issued photo ID. This is required by credit boards so that you may receive credits for participating in this online course.
- You will receive a reminder email prior to the start of the class with further instructions. Wait to receive these instructions before you attempt to upload your ID.
- The photo must be clear enough that we can read your name and verify that the person pictured on the ID is in fact the person holding it.
- After an OCPE staff member reviews the picture and verifies your identity, you will have access to participate in the course when it begins.
